They Improved Safety and Accountability for Prisoner Transport in Bonaire
JICN is a vital arm of justice within Bonaire. On behalf of the Minister of Justice and Security, JICN is tasked with executing custodial sentences and measures imposed by court rulings.
Located in Bonaire, JICN serves as both a detention center and prison, housing up to 113 individuals, including men, women, juveniles, and foreign detainees.
Their mission extends beyond detention, it emphasizes rehabilitation, reintegration, and reducing recidivism through strong collaborations with chain partners such as police, probation services, and addiction care organizations.
In fulfilling its core responsibilities, JICN also manages a dedicated transport department responsible for daily high-risk prisoner transfers across the region.
For this success story, we got to speak with Mr. Emerenciana, the Head of the Security Department, and Mr. Soliana, the Security Team Leader.
Before Our Solution
Transporting high-risk detainees came with significant operational and security challenges for JICN’s transportation team. Daily prisoner transfers not only posed risks to the safety of detainees and staff but also opened the door to accusations and complaints.
Incidents where detainees claimed mistreatment or threats during transport were not uncommon. This created a cycle of lengthy investigations, requiring the team leader to trace incidents, days and sometimes weeks after they occurred.
“Such investigations demanded staff time, delayed other operations, and required manual evidence gathering. Can you imagine how much time we were spending with these claims?” said Mr. Emerenciana, Head of The Security Department.
Moreover, ensuring the safety of both detainees and personnel in confined transport vehicles was an ongoing concern. JICN needed a solution that could:
- Provide indisputable evidence of incidents during transport.
- Reduce the time and effort spent on internal investigations.
- Minimize risks to staff and detainees.
The team recognized the need for a secure, transparent system that would improve accountability and prevent incidents from escalating.
That was when their purchasing department went on a hunt for a system that could fulfill their needs, and so our relationship began.
The Solution: Axxon’s Connected Dashcam
JICN implemented Axxon’s Connected Dashcam, a cutting-edge video telematics system designed to monitor and enhance safety.
Our dashcams, equipped with AI-triggered event detection and cloud storage, provided JICN with real-time monitoring capabilities. With access to secure footage, the team could review incidents instantly and respond proactively.
Alerts from the system also helped drivers adhere to traffic laws, ensuring professionalism and compliance during transport.
“We are a government entity, which means adhering to the law is our duty, we serve as an example for the community. It is important for us to meet this standard,” said Mr. Soliana, Security Team Leader.
Key features included:
- Dual HD cameras to capture every angle inside and outside the vehicle.
- Cloud-based video storage for quick retrieval of evidence.
- Real-time alerts for unsafe driving or unusual events.
By integrating this solution, JICN not only improved the safety of detainees and personnel but also elevated transparency and trust in their operations.
The Results
The implementation of Axxon’s Connected Dashcam transformed JICN’s transport operations:
Over 40% reduction in claims:
“The number of complaints from detainees dropped significantly. The very presence of the cameras makes both our drivers and the passengers mindful of their behavior during this high risk transportations,” said Mr. Emerenciana, Head of The Security Department.
Streamlined investigations:
What once required days of manual evidence gathering could now be resolved within minutes by reviewing the footage. Complaints could be addressed promptly, saving valuable time and resources.
Driver accountability:
Alerts from the system ensured that drivers adhered to traffic laws, reinforcing JICN’s commitment to professionalism and setting an example for other government institutions.
JICN’s transport team leader, Ellery, expressed how the system not only provided security but also peace of mind:
“Our personnel feel reassured knowing that the cameras are always present, acting as an impartial observer. It’s not just about safety, it’s about creating an environment of mutual respect and trust. The dashcam has made a huge difference, and we barely receive complaints anymore,” said Mr. Soliana, Security Team Leader.

The system has even improved collaboration between governmental departments, with shared footage being used as a learning tool to prevent future incidents and enhance protocols.
By adopting Axxon’s Connected Dashcam, JICN has elevated their operational efficiency, reduced complaints, and ensured the safety of everyone involved in prisoner transport.
Their success with our connected dashcams proves how technology can play a pivotal role in improving safety, transparency, and accountability in high-risk environments.
